According to the "Opinions", state-owned forest farms and forest nature reserves should be equipped with full-time (part-time) personnel according to the size of the forest, and a patrol team of 10 to 20 people should be established; 30 people should be established in the township people's government and sub-district offices with forests. Semi-professional fire-fighting teams on the left and right; in villages with fire-prevention zones, each village shall organize a village-level fire-fighting team with more than 5 people, and each natural bay (group) shall arrange 1 or 2 forest fire protection patrols. Cities and counties are responsible for the construction of fire protection patrol teams for state-owned forest farms, towns, and village groups under their jurisdictions. They must clarify their responsibilities, be paid and equipped with necessary equipment, and guide the development of training exercises, publicity patrols, early fire disposal, and performance evaluation.


Hubei Province will build a provincial-level forest fire-prevention satellite remote sensing monitoring platform to promptly report the monitored fire information and guide localities to effectively deal with early fires. Strive to achieve full coverage of video surveillance in state-owned forest farms and forest nature reserves within 3 years. Promote the application of unmanned aerial vehicles and the Beidou positioning system, realize the interconnection and interoperability of monitoring and command platforms at all levels, and deal with early fires in dispatching. In combination with the greening of the country, the key fire prevention areas will be closed for afforestation, biological fire isolation belts will be built, reservoirs, dams, fire wells, high-pressure pumps and special fire trucks will be equipped with water fire-extinguishing facilities. Townships, administrative villages, forest farms and forest nature reserves in various countries that have forest fire prevention tasks should be equipped with a corresponding number of fire engines, patrol motorcycles, wind fire extinguishers, fire protection clothing and other equipment. During the key fire prevention period, organize drones to conduct aerial inspections of key areas.


Opinions on strengthening forest fire prevention


In order to thoroughly implement the spirit of General Secretary Jinping’s important instructions on forest fire prevention, comprehensively consolidate the civil, technical, and physical defense foundations of forest fire prevention, effectively prevent forest fires, and maintain the province’s ecological safety and the safety of people’s lives and property. The revised "Forest Law of the People's Republic of China" and "Regulations on Forest Fire Prevention", combined with the actual conditions of Hubei Province, put forward the following opinions.


1. Comprehensively strengthen the construction of forest fire protection patrol teams


Forest fire prevention is important. All localities should strengthen the construction of fire protection patrol teams for state-owned forest farms and forest management units such as towns and villages to consolidate the foundation for first-line fire protection at the grassroots level to ensure early detection and early disposal of forest fires.


1. State-owned forest farms and forest-type nature reserves shall establish a forest fire prevention work system under the responsibility of the main person in charge of the unit, and allocate full-time (part-time) personnel. According to the size of the forest, a patrol team of 10-20 people will be established.


2. Township people's governments and sub-district offices with forests establish a forest fire prevention work system under the responsibility of the township chief (director). According to the size of the forest, establish a semi-professional fire prevention team of about 30 people to be responsible for forest fire prevention patrol and early stage Fire disposal.


3. In villages with fire prevention zones, according to the size of the forest, each natural bay (group) will arrange 1-2 forest fire protection rangers. Based on this, each administrative village will organize a village-level fire prevention team with more than 5 people . Rangers can be ecological forest rangers who are responsible for fire protection patrols, publicity warnings, and early fire disposal.


4. The people's governments of cities and counties and their forestry authorities are responsible for guiding the construction of fire protection patrol teams for state-owned forest farms, townships, and village groups under their jurisdictions, so that they have clear responsibilities, wages, and necessary equipment; guide the development of training exercises and publicity patrols Protection, early fire disposal, performance appraisal, etc.


2. Comprehensively strengthen the construction of forest fire prevention monitoring and early warning system


All localities should give full play to the unique role of modern information technology in forest fire prevention, and strive to build a technical defense system that integrates satellite monitoring, video surveillance, and drone patrol, and comprehensively improve forest fire prevention capabilities and levels.


1. Build and promote the application of satellite monitoring systems. In accordance with the unified national deployment, build a provincial-level forest fire prevention satellite remote sensing monitoring platform, and gradually extend it to qualified cities and counties, conduct full coverage monitoring of forest fire hotspots in the province, and timely report the monitored fire points to the local fire prevention headquarters Work with the forestry authorities to guide all localities to verify the location, time, vegetation, fire intensity, meteorological conditions, area of fire, etc. of the fire, and effectively deal with the early fire.


2. Build and promote the application of video surveillance systems. According to the unified national deployment, the provincial forestry department is responsible for the overall planning and strengthening the overall guidance; each city and county is responsible for the construction of the video monitoring system and integrated management platform for the state-owned forest farms, forest nature reserves and important forest ecological function areas under their jurisdiction, and realizes Connect up and down. Strive to achieve full video surveillance coverage of state-owned forest farms and forest nature reserves within three years, and significantly increase the coverage of forest video surveillance in important forest ecological function areas and key fire-risk counties.


3. Construct and promote the application of UAV patrol system. According to the unified deployment of the country, build a province-wide UAV patrol system with provincial forest fire protection patrol stations as the core and cities, counties, state-owned forest farms, and nature reserves as outlets, and interconnect with monitoring and command platforms at all levels Intercommunication to strengthen the application of UAVs in forest fire prevention publicity and protection, field fire source monitoring, and fire investigation and evaluation.


4. Establish and promote the application of the Beidou patrol system for forest rangers. In accordance with the unified national deployment, steadily promote the construction of the Beidou patrol system for forest rangers at all levels of state-owned forest farms, forest-type nature reserves and important ecological function areas, and use the Beidou positioning system to detect, locate and report forest fires in a timely manner, and do early fire disposal Scheduling.
