Song Congwen stressed that the forest fire prevention emergency plan of the national fire prevention headquarters has separated the responsibilities of forest fire prevention between the emergency department and the forestry department. On August 10, 2020, the Provincial Bureau and the provincial emergency department jointly issued the "opinions on strengthening forest fire prevention" (elinf [2020] No. 77), a total of 18 articles, which will be the guidelines for the forest fire prevention work in the province in the future, requiring the directors or leaders in charge of cities and counties to fully understand the spirit of the documents and clarify the responsibilities and tasks of forest fire prevention. First of all, we should compact the main responsibility of the Party committee and the government for forest fire prevention from six aspects: first, strictly implement the responsibility system of the local chief executive; second, include the forest fire prevention work into the annual assessment scope of the government work; third, include the daily funds of forest fire prevention work into the local financial budget; fourth, bring the forest fire prevention infrastructure into the government planning; fifth, equip the forest fire prevention institutions; and sixth, put the forest fire prevention work into practice Formulate a sound forest fire emergency plan.
