It also stipulates that September each year is the "Forest Fire Prevention Promotion Month", and October 1 to April 30 of the following year is the "Special Forest Protection Period".

Strengthen the management of wild fire sources

The "Notice" clearly pointed out that the management of wild fire sources will be strengthened. People's governments at or above the county level shall delimit forest land and the area not less than 30 meters from the edge of the forest land as forest fire prevention zones. The use of fire in the wild is prohibited in the forest fire prevention zone throughout the year, and the following 7 types of behavior are strictly prohibited in the forest fire prevention zone:

(1) Burning paper at the grave, burning incense and candles, etc.;

(2) Setting off fireworks and firecrackers, sky lanterns, etc.;

(3) Carrying flammable and explosive materials;

(4) Smoking, picnics, barbecues, and fires to keep warm;

(5) Burning wasps, smoking snakes and rats, burning mountains for hunting;

(6) Burning mountains, burning miscellaneous materials, burning ash for fertilizer, burning wasteland and charcoal, or burning field foundation grass, sugarcane leaves, straw, orchard grass, etc.;

(7) Other fire behaviors that are likely to cause forest fires.

The use of fire in the wild under special circumstances requires approval

It is worth noting that in the forest fire prevention area, if it is necessary to use fire in the wild due to special circumstances such as the prevention and control of pests, pests, frost damage, surveying, and engineering construction, the approval of the county-level people's government shall be obtained, and fire prevention measures shall be taken as required to prevent fires. .

Without the approval of the county-level people’s government, if one of the above acts is committed in the forest fire prevention zone and does not cause a forest fire, the forestry authority of the county-level people’s government shall order the stop of the illegal act, give a warning, and impose a penalty of 200 yuan on the individual In case of a fine of up to 2,000 yuan, a fine of 10,000 to 30,000 yuan shall be imposed on the unit; if a forest fire is caused, a fine of 2,000 to 3,000 yuan shall be imposed on the individual, and a fine of 30,000 to 50,000 yuan shall be imposed on the unit. Fines below RMB yuan; if losses are caused, they shall be liable for civil compensation according to law; if they are suspected of crimes, they shall be transferred to judicial organs for handling according to law.

In addition, the people's government at or above the county level may issue orders to prohibit all use of fire in the wild in areas with high forest fire risks and periods of high forest fire risks. During the period when the people’s government at or above the county level has issued an order prohibiting the use of fire in the wild, those who refuse to implement the order to use fire in the wild shall be detained for public security in accordance with the provisions of the Law on Public Security Penalties. If the perpetrator is a minor, mentally handicapped, mentally ill person or other person with no or limited capacity for civil conduct, his guardian shall be held accountable.

Fire prevention for the whole people, alarm in case of fire

The "Notice" requires forest rangers to earnestly perform their duties, do a good job in patrolling and protecting forests and fire prevention publicity, and deal with fires in a timely manner. In the event of forest fires, professional and semi-professional forest firefighting teams at all levels must respond quickly, fight scientifically, and actively eliminate them.

When a fire is discovered, the general public should immediately report to the local people’s government or the forest fire prevention and fire fighting headquarters. The forest fire alarm number is 12119. In the event of a forest fire, the local public security organs, especially the forest police, must rush to the scene as soon as possible to detect mountain fire cases and severely crack down on the perpetrators; the township party committee, government and village committee must organize timely rescues.
